2023 Elections

On April 30, 2023, the Greater Wilshire community will elect 21 board members and 21 alternates for 2-year terms on the Greater Wilshire Neighborhood Council (GWNC.) 15 seats are by geographic region (see GWNC Map). 6 seats are special interest seats for these categories: Renter, Business, Education, Religion, Other Non-Profit, and At-Large. Voting in the GWNC Election in 2023:

Stakeholders who live, work, or own property in the Greater Wilshire Neighborhood Council area can cast up to two votes:

1 One vote for a geographic board seat

2 One vote for a special interest seat or the at-large seat

Other stakeholders, i.e., those who declare an interest in the neighborhood (but do not live, work or own property) can only cast one vote for the at-large seat.

To vote in the upcoming GWNC election, you will be required to submit a drivers license (or any other picture ID with age and address) to show eligibility to vote for all board seats, including At Large. In addition, for the special interest seats (Renters, Non-Profit, Education, Religion, Business) you will be required to provide one additional piece of evidence to support your eligibility as part of that constituency. Please check the City Elections site for examples of required documentation.

You can vote in the GWNC 2023 election in on of two ways:

  1. Vote by Mail (VBM.) See below for instructions on requesting that a ballot be mailed to you. The Voting by Mail application period begins on March 1, 2023 and the City will mail out ballots between March 23 and April 11. Your ballot must be postmarked by Election Day (April 30) and received by the City by May 11 in order to be counted. You can apply either online for a ballot or by submitting a paper application.
  2. Vote in Person. You can vote in person on April 30, 2023 at the Barking Lot on Larchmont Blvd from 10 AM to 4 PM. Please bring your drivers license (or other photo ID showing birthday, address) and, if you are voting for any of the other board seats, please bring some sort of evidence of your participation in that constituency. Please check City Elections site for specific examples.

Vote by Mail (VBM)
Stakeholders interested in voting by mail must complete a VBM Application through an online portal or a paper application. The City Clerk will use this form to determine the voter’s eligibility and which ballot(s) to issue to the voter. When completing a VBM Application, stakeholders must provide the following information:

  1. Neighborhood Council Name;
  2. First, Middle, and Last Name;
  3. Stakeholder Status (Live, Work, Own Property, or Community Interest);
  4. Qualifying Address;
  5. Date of Birth;
  6. Mailing Address;
  7. If submitting a paper application, a voter must also provide their signature.

Voters who wish to complete a VBM Application online must first create an Angeleno Account at https://angeleno.lacity.org/. After creating an account, voters can access the NC Portal to apply for a NC Ballot. To access the NC Portal complete the following steps:

  1. Click on the ‘Register Today’ button and enter the following information:
    a. Email Address
    b. Password
    c. First and Last Name
  2. An email will be sent to the voter confirming creation of the account. Voters must
    verify email address and activate account, by clicking “Activate Account” in email.
  3. Click ‘Services’ to get access to the NC Portal.
  4. Stakeholders may also submit a paper VBM Application to receive a NC ballot. City Clerk staff will enter the information included in the paper application into the NC VBM Application Portal for processing. Paper applications may be submitted by mail, email, in person at City Clerk office, or fax at the following:

Eligibility to Vote:

Those who live, work, own property or fit into one of our six special interest categories in the GWNC area, and who are 16 years old by election day, are eligible to vote in up to two categories (Geographic Area if applicable, plus one Special Interest category.)


Important Note Regarding Paper Ballot Applications:

Voters can apply for ballots by mailing in a paper application https://clerk.lacity.org/sites/g/files/wph606/f/2021_VBM_Application_ENG.pdf.
GWNC stakeholders MUST SUBMIT DOCUMENTATION AS PROOF OF STAKEHOLDER STATUS. Please consult the 2023 Neighborhood Council Elections Documentation Guide at https://clkrep.lacity.org/election/2023_NC_Documentation_Guide.pdf so that you can provide the appropriate documentation.

How to File to Run for the GWNC:

The candidate filing period for the GWNC election this cycle begins December 31, 2022 and ends February 14, 2023. Stakeholders interested in running for a NC board seat must complete a Candidate Filing Application online or by paper application, and submit it to the City Clerk’s office for review and verification. Candidates who wish to complete this online Candidate Filing Application must first create an Angeleno Account at https://angeleno.lacity.org/, After creating a Angeleno account, candidates will be able to complete and submit their Candidate Filing Application online at https://clerkappsele.lacity.org/NCElection

Below are the instructions for creating your Angeleno Account at https://angeleno.lacity.org/ After creating an account, candidates can access the NC Portal to submit a candidate application. To access the NC Portal, complete the following steps:

  1. Click on the ‘Register Today’ button and enter the following information:
    a. Email Address
    b. Password
    c. First and Last Name
  2. An email will be sent to the candidate confirming creation of the account. Candidates must verify email address and activate account, by clicking “Activate Account” in the email. .
  3. Click ‘Services’ to get access to the NC Portal.
    When creating a new account, it is strongly suggested that candidates write down their
    login information.City Clerk staff will be available throughout the candidate filing period, during regular City business hours, to assist candidates with their filing.

Candidates can alternatively obtain a paper application from the City Clerk’s website. Paper applications may be submitted by mail, email, in person at City Clerk office, or by fax at the following:
